It is a good idea to always play at x3 speed so your city can mature more quickly than you can build. I find most newer players build too fast while playing at x1 speed. Try to build residential closer to jobs, so they will walk (about 12 blocks max). I recently downloaded from the playstaion site Sunset Harbor and other updates. Your real problem, is you are creating too much traffic and your roads are becoming filled. Cims get in the lanes they need ahead of time like most people do in real life.
